there, marilyn tavenner offered a steady defense of the overall obama care program. the website will be fixed, she promised, and in the long run more americans will have better coverage. cnn investigations correspondent chris frakes joins me now from washington. chris, a couple questions for you from this hearing here. the hearing this morning clearly hit on the issues, the glitches, whatever you want to call it with the website. it also got into reports that obama care is causing a lot of people to lose the coverage they already have and that is something president obama always said would never happen. take a listen. >> if you like your doctor, you can keep your doctor under the reform proposals we put forward. if you like your private health insurance plan, you can keep it. if you like the plan you have, you can keep it. if you like the doctor you have, you can keep your doctor too. we will keep this promise to the american people. if you like your doctor, you will be able to keep your doctor, period. if you like your health care plan, you will be able to keep your health care plan

rollout of the obama care website. the president apparently was totally unaway of that with the major problems with that until a few days after the launch. a major disturbance over the weekend, as you know. what can you tell us about this part of the story? >> the health and human services folks are saying that that data services hub at terremark, that is a subsidiary of verizon, that data services hub provides some of the capabilities to the website, that that data services hub is back up and running again. and they are continuing to work on the larger issues with the obama care website and that is all of the millions of people trying to get in there and file applications and get enrolled for coverage. meanwhile, wolf, a coming issue on the horizon. people who are starting to get notices letting them know that the insurance plans they have now are being cancelled or canceled or modified and that their rates are going up. people are starting to complain about this. the white house is starting to respond by saying, yes, this is going to happen because of the new requirements that

with the obama website. the obama administration will now allow individuals extra time to sign up for insurance plans. ko im is live with the story. what's the deadline now. >> reporter: good morning. the deadline is now march 31 but with that extra time comes some extra questions and there are calls to extend that deadline. now that's been done, there are some concerns about some new penalties that may be associated with the extension. you see, insurance coverage usually starts at the beginning of the month so if by the original deadline you had signed up by march 15, then you would not get coverage till april 1 which would mean that you would be breaking the law. so now you have some extra time, an extra six weeks. when you file your taxes for next year, you don't need to fill out a waiver. a guidance was released last night saying you don't need to claim that exemption. the health and human services saying, quote,, the administration has determined it would be unfair to require individuals to make penalty payments. the penalty would be starting at $95 per person just in 2014. n
